I figured that this was just a difference in layouts of the programs, but when I set the speed for both fans in tweak, only the fan listed as #1 in HW and #1 in tweak responds to the controlled speed, while the one designated #0 in HW runs off at high speeds still. When I pull them up in GPU Tweak 3, they show as Fan #1 and #2.
